Medical officials in Kibaale district have registered 2 new suspected Ebola virus disease cases. A 24-year-old woman and her 4-year child were admitted to Kagadi Hospital isolation ward on Sunday [2 Sep 2012] afternoon with clinical symptoms similar to those of Ebola disease. "They are admitted in an isolation ward at the hospital. They have received medication and they are stable," the district health officer Dr Dan Kyamanywa told this newspaper on Tuesday [4 Sep 2012]. He says medical experts then carried out investigations to establish whether they had come into contact with an Ebola patient. "They do not have that history," Dr Kyamanywa said.
The patients are residents of Kabuga LCI [local council I], Nyamacumu parish in Muhorro sub-county. Dr Kyamanywa says the 2 had fever, and were vomiting as well as passing blood. "We extracted a blood sample from them and sent it to the Uganda Virus Research Institute for testing," Kyamanywa added. The results had not been returned by press time.
The suspected cases come within the period health authorities say must elapse before the district is declared Ebola disease free. The incubation period for Ebola is around 21 days, and the district can only be declared Ebola disease free if no new case is reported after that period. The World Health Organisation (WHO) on Monday [3 Sep 22012] said the outbreak could be coming to an end since no new confirmed cases have been reported since 3 Aug 2012. The WHO stressed Monday [3 Sep 2012] that all probable and confirmed cases had been monitored for 21 days or more, adding that "the last confirmed case was discharged on 24 Aug 2012 ... following recovery".

End of Ebola outbreak in Uganda

The Ministry of Health (MoH), Uganda has declared today, the end of the Ebola haemorrhagic fever (EHF) outbreak in Kibaale district. The last case was confirmed on 3 August 2012 and was discharged from the hospital on 24 August 2012. This is double the maximum incubation period (21 days) for Ebola as recommended by WHO. In the outbreak, a total of 24 probable and confirmed cases were recorded, of which 11 were laboratory confirmed by the Uganda Virus Research Institute (UVRI) in Entebbe. A total of 17 deaths were reported in this outbreak.
National and District Ebola Task Forces were coordinated by the MoH to respond to the outbreak. MoH worked closely with WHO and other agencies which included the African Field Epidemiology Network (AFENET), EMESCO Foundation (a local NGO), Infectious Diseases Institute (IDI), Uganda Red Cross Society (URCS), Médecins Sans Frontières (MSF), the United Nations Children's Fund (UNICEF), US Centers for Disease Control and prevention (CDC), US Agency for International Development (USAID). WHO also coordinated with the Global Outbreak Alert and Response Network (GOARN) to support the response operations.
The response activities carried out during the outbreak included enhanced surveillance for early case detection and contact tracing, reinforcement of infection prevention and control including case management in isolation facilities using barrier nursing and conducting supervised safe burials, reinforcement of standard precautions in health care settings and enhancing communication interventions at the national and community levels.
A team led by CDC conducted ecological studies in Kibaale district to try and understand the likely source and route of transmission of the virus. Samples from bats, primates and livestock were collected to study the possible source of the Ebola virus and putative initial human infection from wildlife.
The Ebola response teams have continued to educate the community on prevention, detection of and early reporting of any suspected cases in future. Health workers in the district have been trained on prevention of health care associated infections.
WHO does not recommend that any travel or trade restrictions be applied to the Uganda with respect to this event.

The deadly Ebola hemorrhagic fever has broken out in the central Ugandan district of Luwero about one month after the World Health Organization (WHO) declared the East African country free of the disease.
Joaquim Saweka, the WHO country representative told Xinhua by telephone on Wednesday [14 Nov 2012] that the outbreak was confirmed on Tuesday [13 Nov 2012] following laboratory tests that turned out positive for the disease. "Yes, that is true; we have dispatched one team to make preliminary assessments and also set up an isolation unit," he said.
The epicenter of the outbreak is in Sombwe Parish, Nyimbwa Sub County, Luwero district, which is located about 40 km north of the capital Kampala. Joseph Okware, the Luwero district health officer, was quoted by Daily Monitor on Wednesday [13 Nov 2012] as saying that 2 people belonging to the same family had died of the disease over the weekend.
The outbreak comes at a time when the country is still experiencing the deadly Marburg fever in several parts of western Uganda. In July this year [2012], the Ebola outbreak in the mid-western Ugandan district of Kibaale left at least 20 people dead.
Ebola victims present with symptoms like fever, vomiting, diarrhea, abdominal pain, headache, measles-like rash, red eyes, and sometimes with bleeding from body openings.

Two people have died of Ebola [virus disease infection] in a fresh outbreak in Luweero District in Uganda, health officials reported on Wednesday [Wed 14 Nov 2012]. The officials said 2 other deaths in the same district were suspected to have been caused by the Ebola virus infection.
This outbreak comes only about a month after Uganda was declare Ebola-free. The Luweero district health officer, Dr Joseph Okware, said blood samples of the deceased that were tested at the Central Public Health Laboratory confirmed that the 2 had died of Ebola virus disease of the Sudan strain. The deceased were members of the same family in Nyimbwa sub-county of Luweero District. Another 2 people also died mysteriously, but the tests done were for Marburg virus infection with negative results, Dr Okware said. He added that the ministry had dispatched another team of experts to the affected area to carry out more investigations. However, Dr Asuman Lukwago, the Health Ministry permanent secretary, said they were treating the reported outbreak as an extension of haemorrhagic fevers that could be caused by either Ebola from Kibaale or by Marburg from Kabale, Ibanda and Kabalore districts, which have been under surveillance following recent outbreaks.
Uganda was still experiencing Marburg virus disease outbreaks in several areas in the west after Ebola was contained in Kibaale District, [an outbreak that caused] the deaths of at least 20 people.

Kibaale District, where the previous outbreak of Ebola virus disease this year (2012) occurred, lies to the west of Luwero District. The 2 Districts are about 100 km apart at their nearest points. Neither district is adjacent to Kabale district, the location of the current unresolved outbreak of Marburg virus disease. The majority of the victims in the Marburg virus outbreak in Kabale appeared to have been members of the same family. The same may be true in the new outbreak of Ebola virus disease in Luwero district, where the 1st 2 victims are reported to be members of the same family.
The almost simultaneous occurrence of diseases caused by different filoviruses in central Uganda suggests that some common environmental source or ecological factor may be facilitating exposure of the population to filovirus infections. Further developments are awaited. - Mod.CP

Suspected Ebola death in Koboko

A boda boda cyclist who was admitted to Koboko Health Centre IV with signs of Ebola virus [disease] virus has died. The man, whose identity was not disclosed by the doctor who treated him, was brought in on Monday [12 Nov 2012] and passed away on Tuesday [13 Nov 2012]. [Boda-boda (or bodaboda) is a bicycle taxi, originally in East Africa (from English border-border). The bicycle rider can also be called boda-boda. In Uganda it is often abbreviated as simply Boda. - Mod.CP]
The district health officer, Dr Alfred Driwale, told the Daily Monitor on Tuesday evening [13 Nov 2012] that they were treating a case of Ebola virus disease and it was under investigation. "The patient came with hemorrhagic fever and it is unfortunate that he died. Blood samples have been sent to Entebbe to confirm whether he died of Ebola virus disease of or Marburg virus disease," he said.
Dr Driwale explained that the patient had fever, headache, general body ache, yellowing of the eyes, bleeding from the nose and ears, was vomiting blood, and was in a state of mental confusion. This, he said caused suspicion. "We had to use protective gear when treating and burying him. But people should be calm because the disease is not yet confirmed," he added.
The man, from Kuluba Sub-county, was admitted after being unwell for 3 days. Upon admission, he was quarantined. A team from Arua hospital was called in to help. According to the doctors, the man had no recent history of travel to neighbouring DRC [Democratic Republic of Congo], South Sudan, or Kampala [the capital of Uganda].

[The location of Koboko District (43) can be found in the map of the Districts of Uganda at http://en.wikipedia.org/wiki/Districts_of_Uganda. It lies in the extreme north west of Uganda, remote from both the Luwero District and the Kibaale District where other outbreaks of Ebola virus disease are occurring. At present there is no known connection between these outbreaks.
It has been established that the Sudan strain of ebolavirus is responsible for the confirmed outbreaks in both the Luwero and the Kibaale Districts.

[The location of Koboko District (43) can be found in the map of the Districts of Uganda at http://en.wikipedia.org/wiki/Districts_of_Uganda. It lies in the extreme north west of Uganda, remote from both the Luwero District and the Kibaale District where other outbreaks of Ebola virus disease are occurring. At present there is no known connection between these outbreaks.
It has been established that the Sudan strain of ebolavirus is responsible for the confirmed outbreaks in both the Luwero and the Kibaale Districts.

At least 3 people are confirmed to have died from Ebola virus disease since last month [October 2012], the Health Ministry has said. All of the 3 victims were members of the same family in Kakute sub-county, Sambu Parish, [and?] Nyimbwa sub-county[?].
"A total of 3 people have died since the onset of the outbreak in Luweero district," health minister Dr Christine Odoa said on Thursday [15 Nov 2012] while addressing journalists at the media centre. The 1st case, a boda boda rider, died on 25 Oct 2012 after presenting signs of high fever and bleeding from some body parts, although no samples were taken for testing nor was the case reported to the health centre.
The 2nd case, a 25 year old woman, died on Saturday [10 Nov 2012] after nursing the boda boda cyclist, while the 3rd case, also a member of the same family, died on Monday [12 Nov 2012] at Nyimbwa Health Centre IV. At least 5 people suspected to have come into contact with those infected or the deceased are under isolation. Two of these are admitted at Mulago Hospital, one at Bombo Hospital, and 3 in Luweero. The acting director general of health services, Dr Dennis Lwamafa, said health experts were also tracing at least 15 suspected cases in different parts of the country. This current Ebola virus disease outbreak comes barely 2 months after the country was declared Ebola virus-free. The Health Ministry has dispatched a team of experts to assess the situation in Luweero, and plans are under way to create isolation centres at Nyimbywa Health Centre IV and Bombo Hospital.
Dr Miriam Nanyunja, the WHO disease prevention and control advisor, said a team of health experts had arrived to boost efforts to contain the epidemic.

Four cases, including 3 fatal, have been reported. Samples were taken from two cases, for which laboratory confirmation of Ebola virus (species Sudan) was made by PCR and serology tests at the Uganda Virus Research Institute (UVRI) in Entebbe.
The Ministry of Health, WHO and Médecins Sans Frontières (MSF) have sent a team to conduct preliminary investigation into the outbreak. Health authorities are conducting active case search and tracing close contacts of the confirmed and probable cases.
The isolation facility at Mulago hospital in Kampala is reactivated and another isolation facility at Nyimbwa Health Center IV at the epicenter is being established. The military hospital in Bombo, Luweero district is also serving a holding center until the isolation facility is properly set up at the Nyimbwa Health Center IV. Seven close contacts of the cases have developed symptoms and are being isolated in the isolation facilities.
WHO and partners, including the Centers for Disease Control and Prevention (CDC), the Uganda Red Cross (URCS), African Field Epidemiology Network (AFENET) and Médecins-Sans-Frontières (MSF) are supporting the authorities in the response activities. Experts in the area of field epidemiology, health promotion, logistics management, and infection prevention and control are being identified to provide additional support through the Global Outbreak Alert and Response Network (GOARN).
With respect to this event, WHO does not recommend that any travel or trade restriction be applied to Uganda.

The last confirmed case was hospitalised on 17 November 2012. Close contacts of the Ebola cases are being identified and followed up for a period of 21 days. All the cases alerted to the field teams are being investigated.
WHO and partners, including the US Centers for Disease Control and Prevention (CDC), Médecins Sans Frontières (MSF), the Uganda Red Cross (URCS), African Field Epidemiology Network (AFENET) and Plan Uganda are supporting the national authorities in the investigation and response to the outbreak.

As of 28 November 2012, the Ministry of Health in Uganda reported 7 cases (6 confirmed, 1 probable) with Ebola haemorrhagic fever in Luweero and Kampala districts. Of these cases, 4 died.
Field teams continue to investigate cases alerted to them from the communities. The major challenge faced in some communities is the belief that witch-craft and not Ebola was the cause of deaths, despite ongoing intensive awareness campaigns. Social mobilization teams are working closely with traditional healers and religious leaders to raise awareness on prevention and control of the disease.
WHO and partners, including the US Centers for Disease Control and Prevention (CDC), Médecins Sans Frontières (MSF), the Uganda Red Cross (URCS), African Field Epidemiology Network (AFENET) and Plan Uganda continue to support the national authorities in the response to the outbreak. Through WHO, an expert on infection prevention and control has been deployed to the field.
With respect to this event, WHO does not recommend that any travel or trade restriction be applied to Uganda.

The [Ugandan] Ministry of Health will declare Luwero district to be Ebola-free on 16 Jan 2013 if no new cases are registered in the area, Permanent Secretary Asuman Lukwago has said. The declaration will follow the completion of the 42 days countdown period since the last patient was discharged from the Isolation Centre. It comes at a time when the Ministry has just declared Kabale and Ibanda free of Marburg virus disease.
The countdown period is a prerequisite of the World Health Organization requiring any affected country to monitor the situation for 42 days before finally declaring an end to an outbreak. Lukwago said the declaration will be made in [respect of] Luwero alone. "Due to the [sporadic nature] of the outbreaks we have decided to declare district by district free from outbreaks meaning that if Luwero is declared free of Ebola virus disease, [the declaration applies to that district only]".
"But we will continue to urge Ugandans to be alert and inform us of anybody with symptoms so that our system can quickly identify any person with the disease," Lukwago added.
The Permanent Secretary said his Ministry is working with the Environment and Wildlife Ministries to ensure that animals and birds that spread both Ebola and Marburg virus disease are wiped out. "Our experts are telling us that these diseases, Marburg and Ebola virus diseases, could be carried by some special birds and animals which have been cited in some mines and caves in some parts of mid-western Uganda, especially Kamwenge. He stressed that they were working with these Ministries to wipe out the affected birds and animals as they carry out research on the diseases and how they are [spread by] birds and animals.
Ebola and Marburg virus diseases are both highly infectious disease, spread mostly through contact with the body fluids [of patients], and have high case fatalities. Symptoms include bleeding, diarrhea, and vomiting and while there is no cure for either, some patients survive through treatment of symptoms.
A total of 3 people died from the recent outbreak of Ebola virus disease and 2 of the dead were from one family in Luwero district, about 75 kilometers [47 mi] North of Kampala. This new outbreak came just weeks after the World Health Organization (WHO) declared Uganda Ebola virus disease free. The Ebola outbreak was confirmed following laboratory tests that turned out positive.

The Health Ministry has today (16 Jan 2013) declared an end to the Ebola virus disease outbreak that was reported in Luwero District last November [2012). The announcement follows completion of the mandatory 42 days of the post-Ebola virus disease surveillance countdown period, which is a prerequisite of the World Health Organisation (WHO) requiring any affected country to monitor the Ebola virus disease situation for a specific period before finally declaring an end to the outbreak.
An Ebola virus disease outbreak was declared on 14 Nov 2012 in the central Ugandan district after receiving confirmation from the Uganda Virus Research Institute [UVRI] that 2 people from the same family in Kakuute village in Nyimba sub-County had died of Ebola virus disease. According to the Health Ministry statement, the announcement of the outbreak came a month after Uganda had declared an end to the Ebola epidemic in Kibale District and 3 weeks after another outbreak of Marburg virus disease was confirmed in Kabale and Ibanda districts in western Uganda.
During the Luwero outbreak, 7 cases were reported in which nearly 90 percent of the victims were relatives living in the same sub-County as the index case.
Dr Christine Ondoa, the Health Minister, said during the function to declare the end of the outbreak all structures previously set up to contain outbreaks in various districts were still operational to combat any potential risks. She said the trained health workers are still actively watching the situation, the laboratory system at the UVRI is still operational, while the national and district taskforces are all on the alert to watch out for any emerging threats.
The statement noted that the ministry's close working relationship with other partners was crucial in the containment of the epidemic because of the effective leadership and coordination of the response activities by the national and district task force. The WHO country representative, Dr Joaquin Saweka, said WHO is fully committed to supporting the ministry to conduct a comprehensive evaluation of the recent viral haemorrhagic fever outbreaks that will inform response to future outbreaks.

An Ebola virus disease outbreak was declared on 14 Nov 2012 in the central Ugandan district after receiving confirmation from the Uganda Virus Research Institute [UVRI] that 2 people from the same family in Kakuute village in Nyimba sub-County had died of Ebola virus disease. According to the Health Ministry statement, the announcement of the outbreak came a month after Uganda had declared an end to the Ebola epidemic in Kibale District and 3 weeks after another outbreak of Marburg virus disease was confirmed in Kabale and Ibanda districts in western Uganda.
During the Luwero outbreak, 7 cases were reported in which nearly 90 percent of the victims were relatives living in the same sub-County as the index case.
Dr Christine Ondoa, the Health Minister, said during the function to declare the end of the outbreak all structures previously set up to contain outbreaks in various districts were still operational to combat any potential risks. She said the trained health workers are still actively watching the situation, the laboratory system at the UVRI is still operational, while the national and district taskforces are all on the alert to watch out for any emerging threats.
The statement noted that the ministry's close working relationship with other partners was crucial in the containment of the epidemic because of the effective leadership and coordination of the response activities by the national and district task force. The WHO country representative, Dr Joaquin Saweka, said WHO is fully committed to supporting the ministry to conduct a comprehensive evaluation of the recent viral haemorrhagic fever outbreaks that will inform response to future outbreaks.

Confirmation of this decision from WHO is still awaited.

Ebola-Fieber in Uganda | Kagando im Südwesten
Die Ebola-Epidemie hat nach dem Kongo nun auch das benachbarte Uganda erreicht. Nach Angaben der WHO starb ein fünfjähriger Junge. Es handele sich um den ersten nachgewiesenen Fall in dem ostafrikanischen Land seit dem Ausbruch der Epidemie im Kongo im vergangenen Jahr. Der Junge sei mit seiner Familie aus dem Kongo nach Uganda gekommen. Zwei weitere Familienmitglieder, sein dreijähriger Bruder und seine 50 Jahre alte Großmutter, seien ebenfalls an Ebola erkrankt, so die WHO. Damit hat Uganda nun drei registrierte Ebola-Fälle.
